You must not pervert justice; you must not show partiality to the poor or favoritism to the rich; you are to judge your neighbor fairly.

In my first book, O Theophilus, I wrote about all that Jesus began to do and to teach, until the day He was taken up to heaven, after giving instructions through the Holy Spirit to the apostles He had chosen. After His suffering, He presented Himself to them with many convincing proofs that He was alive. He appeared to them over a span of forty days and spoke about the kingdom of God. And while they were gathered together, He commanded them: “Do not leave Jerusalem, but wait for the gift the Father promised, which you have heard Me discuss. For John baptized with water, but in a few days you will be baptized with the Holy Spirit.” . . .

For God so loved the world that He gave His one and only Son, that everyone who believes in Him shall not perish but have eternal life.

You belong to your father, the devil, and you want to carry out his desires. He was a murderer from the beginning, refusing to uphold the truth, because there is no truth in him. When he lies, he speaks his native language, because he is a liar and the father of lies.

Therefore go and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit, and teaching them to obey all that I have commanded you. And surely I am with you always, even to the end of the age.”

Rid yourselves, therefore, of all malice, deceit, hypocrisy, envy, and slander. Like newborn babies, crave pure spiritual milk, so that by it you may grow up in your salvation, now that you have tasted that the Lord is good. As you come to Him, the living stone, rejected by men but chosen and precious in God’s sight, you also, like living stones, are being built into a spiritual house to be a holy priesthood, offering spiritual sacrifices acceptable to God through Jesus Christ. . . .

“You shall not spread a false report. Do not join the wicked by being a malicious witness. You shall not follow the crowd in wrongdoing. When you testify in a lawsuit, do not pervert justice by siding with the crowd. And do not show favoritism to a poor man in his lawsuit. If you encounter your enemy’s stray ox or donkey, you must return it to him. If you see the donkey of one who hates you fallen under its load, do not leave it there; you must help him with it. . . .

But even if we or an angel from heaven should preach a gospel contrary to the one we preached to you, let him be under a curse!

Do not entertain an accusation against an elder, except on the testimony of two or three witnesses.

This is the third time I am coming to you. “Every matter must be established by the testimony of two or three witnesses.”

“Brothers,” Paul replied, “I was not aware that he was the high priest, for it is written: ‘Do not speak evil about the ruler of your people.’”

These are the words of Amos, who was among the sheepherders of Tekoa—what he saw concerning Israel two years before the earthquake, in the days when Uzziah was king of Judah and Jeroboam son of Jehoash was king of Israel. He said: “The LORD roars from Zion and raises His voice from Jerusalem; the pastures of the shepherds mourn, and the summit of Carmel withers.” This is what the LORD says: “For three transgressions of Damascus, even four, I will not revoke My judgment, because they threshed Gilead with sledges of iron. So I will send fire upon the house of Hazael to consume the citadels of Ben-hadad. I will break down the gates of Damascus; I will cut off the ruler of the Valley of Aven and the one who wields the scepter in Beth-eden. The people of Aram will be exiled to Kir,” says the LORD. . . .

For I want you to know how much I am struggling for you and for those at Laodicea, and for all who have not met me face to face, that they may be encouraged in heart, knit together in love, and filled with the full riches of complete understanding, so that they may know the mystery of God, namely Christ, in whom are hidden all the treasures of wisdom and knowledge. I say this so that no one will deceive you by smooth rhetoric. For although I am absent from you in body, I am present with you in spirit, and I delight to see your orderly condition and firm faith in Christ. . . .

“If someone sins by failing to testify when he hears a public charge about something he has witnessed, whether he has seen it or learned of it, he shall bear the iniquity. Or if a person touches anything unclean—whether the carcass of any unclean wild animal or livestock or crawling creature—even if he is unaware of it, he is unclean and guilty. Or if he touches human uncleanness—anything by which one becomes unclean—even if he is unaware of it, when he realizes it, he is guilty. Or if someone swears thoughtlessly with his lips to do anything good or evil—in whatever matter a man may rashly pronounce an oath—even if he is unaware of it, when he realizes it, he is guilty in the matter. If someone incurs guilt in one of these ways, he must confess the sin he has committed, . . .

Beloved, do not believe every spirit, but test the spirits to see whether they are from God. For many false prophets have gone out into the world.

But if you suffer as a Christian, do not be ashamed, but glorify God that you bear that name.

If anyone teaches another doctrine and disagrees with the sound words of our Lord Jesus Christ and with godly teaching, he is conceited and understands nothing. Instead, he has an unhealthy interest in controversies and semantics, out of which come envy, strife, abusive talk, evil suspicions, and constant friction between men of depraved mind who are devoid of the truth. These men regard godliness as a means of gain.

When all has been heard, the conclusion of the matter is this: Fear God and keep His commandments, because this is the whole duty of man. For God will bring every deed into judgment, along with every hidden thing, whether good or evil.

Far be it from You to do such a thing—to kill the righteous with the wicked, so that the righteous and the wicked are treated alike. Far be it from You! Will not the Judge of all the earth do what is right?”

I will turn My hand against you; I will thoroughly purge your dross; I will remove all your impurities. I will restore your judges as at first, and your counselors as at the beginning. After that you will be called the City of Righteousness, the Faithful City.”

These men, however, slander what they do not understand, and like irrational animals, they will be destroyed by the things they do instinctively. Woe to them! They have traveled the path of Cain; they have rushed headlong into the error of Balaam; they have perished in Korah’s rebellion.

And I heard a loud voice in heaven saying: “Now have come the salvation and the power and the kingdom of our God, and the authority of His Christ. For the accuser of our brothers has been thrown down—he who accuses them day and night before our God.

But God has revealed it to us by the Spirit. The Spirit searches all things, even the deep things of God. For who among men knows the thoughts of man except his own spirit within him? So too, no one knows the thoughts of God except the Spirit of God. We have not received the spirit of the world, but the Spirit who is from God, that we may understand what God has freely given us.

My conscience is clear, but that does not vindicate me. It is the Lord who judges me. Therefore judge nothing before the appointed time; wait until the Lord comes. He will bring to light what is hidden in darkness and will expose the motives of men’s hearts. At that time each will receive his praise from God.

First of all, then, I urge that petitions, prayers, intercessions, and thanksgiving be offered for everyone— for kings and all those in authority—so that we may lead tranquil and quiet lives in all godliness and dignity. This is good and pleasing in the sight of God our Savior,

For the eyes of the LORD roam to and fro over all the earth, to show Himself strong on behalf of those whose hearts are fully devoted to Him. You have acted foolishly in this matter. From now on, therefore, you will be at war.”

Early in the morning they got up and left for the Wilderness of Tekoa. As they set out, Jehoshaphat stood up and said, “Hear me, O people of Judah and Jerusalem. Believe in the LORD your God, and you will be upheld; believe in His prophets, and you will succeed.”

But as they stretched him out to strap him down, Paul said to the centurion standing there, “Is it lawful for you to flog a Roman citizen without a trial?”

Surely the Lord GOD does nothing without revealing His plan to His servants the prophets.

He changes the times and seasons; He removes kings and establishes them. He gives wisdom to the wise and knowledge to the discerning. He reveals the deep and hidden things; He knows what lies in darkness, and light dwells with Him. To You, O God of my fathers, I give thanks and praise, because You have given me wisdom and power. And now You have made known to me what we have requested, for You have made known to us the dream of the king.”

A lone witness is not sufficient to establish any wrongdoing or sin against a man, regardless of what offense he may have committed. A matter must be established by the testimony of two or three witnesses. If a false witness testifies against someone, accusing him of a crime, both parties to the dispute must stand in the presence of the LORD, before the priests and judges who are in office at that time. The judges shall investigate thoroughly, and if the witness is proven to be a liar who has falsely accused his brother, you must do to him as he intended to do to his brother. So you must purge the evil from among you. . . .

If a false witness testifies against someone, accusing him of a crime, both parties to the dispute must stand in the presence of the LORD, before the priests and judges who are in office at that time.

The secret things belong to the LORD our God, but the things revealed belong to us and to our children forever, so that we may follow all the words of this law.

Furthermore, I saw under the sun that in the place of judgment there is wickedness, and in the place of righteousness there is wickedness. I said in my heart, “God will judge the righteous and the wicked, since there is a time for every activity and every deed.”

For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this world’s darkness, and against the spiritual forces of evil in the heavenly realms.

You shall not bear false witness against your neighbor.

Then the LORD said to Moses, “Tell the Israelites to bring Me an offering. You are to receive My offering from every man whose heart compels him. This is the offering you are to accept from them: gold, silver, and bronze; blue, purple, and scarlet yarn; fine linen and goat hair; ram skins dyed red and fine leather; acacia wood; . . .

Am I now seeking the approval of men, or of God? Or am I striving to please men? If I were still trying to please men, I would not be a servant of Christ.

Why do You make me see iniquity? Why do You tolerate wrongdoing? Destruction and violence are before me. Strife is ongoing, and conflict abounds. Therefore the law is paralyzed, and justice never goes forth. For the wicked hem in the righteous, so that justice is perverted.

Woe to those who call evil good and good evil, who turn darkness to light and light to darkness, who replace bitter with sweet and sweet with bitter. Woe to those who are wise in their own eyes and clever in their own sight. Woe to those who are heroes in drinking wine and champions in mixing beer, who acquit the guilty for a bribe and deprive the innocent of justice.

Because the Lord GOD helps Me, I have not been disgraced; therefore I have set My face like flint, and I know that I will not be put to shame. The One who vindicates Me is near. Who will dare to contend with Me? Let us confront each other! Who has a case against Me? Let him approach Me! Surely the Lord GOD helps Me. Who is there to condemn Me? See, they will all wear out like a garment; the moths will devour them.

No weapon formed against you shall prosper, and you will refute every tongue that accuses you. This is the heritage of the servants of the LORD, and their vindication is from Me,” declares the LORD.

Let the wicked man forsake his own way and the unrighteous man his own thoughts; let him return to the LORD, that He may have compassion, and to our God, for He will freely pardon.

“For My thoughts are not your thoughts, neither are your ways My ways,” declares the LORD. “For as the heavens are higher than the earth, so My ways are higher than your ways and My thoughts than your thoughts. For just as rain and snow fall from heaven and do not return without watering the earth, making it bud and sprout, and providing seed to sow and food to eat, so My word that proceeds from My mouth will not return to Me empty, but it will accomplish what I please, and it will prosper where I send it.

For our transgressions are multiplied before You, and our sins testify against us. Our transgressions are indeed with us, and we know our iniquities: rebelling and denying the LORD, turning away from our God, speaking oppression and revolt, conceiving and uttering lies from the heart. So justice is turned away, and righteousness stands at a distance. For truth has stumbled in the public square, and honesty cannot enter. Truth is missing, and whoever turns from evil becomes prey. The LORD looked and was displeased that there was no justice. He saw that there was no man; He was amazed that there was no one to intercede. So His own arm brought salvation, and His own righteousness sustained Him.

For as the earth brings forth its growth, and as a garden enables seed to spring up, so the Lord GOD will cause righteousness and praise to spring up before all the nations.

“Can a man hide in secret places where I cannot see him?” declares the LORD. “Do I not fill the heavens and the earth?” declares the LORD.

This is what the LORD says: “Let not the wise man boast in his wisdom, nor the strong man in his strength, nor the wealthy man in his riches. But let him who boasts boast in this, that he understands and knows Me, that I am the LORD, who exercises loving devotion, justice and righteousness on the earth—for I delight in these things,” declares the LORD.

He deprives the trusted of speech and takes away the discernment of elders. He pours out contempt on nobles and disarms the mighty. He reveals the deep things of darkness and brings deep shadows into light. He makes nations great and destroys them; He enlarges nations, then disperses them. He deprives the earth’s leaders of reason and makes them wander in a trackless wasteland. . . .

However, when the Spirit of truth comes, He will guide you into all truth. For He will not speak on His own, but He will speak what He hears, and He will declare to you what is to come. He will glorify Me by taking from what is Mine and disclosing it to you.

Stop judging by outward appearances, and start judging justly.”

In the meantime, a crowd of many thousands had gathered, so that they were trampling one another. Jesus began to speak first to His disciples: “Beware of the leaven of the Pharisees, which is hypocrisy. There is nothing concealed that will not be disclosed, and nothing hidden that will not be made known.

So be on your guard. You will be delivered over to the councils and beaten in the synagogues. On My account you will stand before governors and kings as witnesses to them. And the gospel must first be proclaimed to all the nations. But when they arrest you and hand you over, do not worry beforehand what to say. Instead, speak whatever you are given at that time, for it will not be you speaking, but the Holy Spirit.

But I tell you that men will give an account on the day of judgment for every careless word they have spoken. For by your words you will be acquitted, and by your words you will be condemned.”

In the same way, on the outside you appear to be righteous, but on the inside you are full of hypocrisy and wickedness.

Then Miriam and Aaron criticized Moses because of the Cushite woman he had married, for he had taken a Cushite wife. “Does the LORD speak only through Moses?” they said. “Does He not also speak through us?” And the LORD heard this. Now Moses was a very humble man, more so than any man on the face of the earth. And suddenly the LORD said to Moses, Aaron, and Miriam, “You three, come out to the Tent of Meeting.” So the three went out,

But this is not so with My servant Moses; he is faithful in all My house. I speak with him face to face, clearly and not in riddles; he sees the form of the LORD. Why then were you unafraid to speak against My servant Moses?” So the anger of the LORD burned against them, and He departed. As the cloud lifted from above the Tent, suddenly Miriam became leprous, white as snow. Aaron turned toward her, saw that she was leprous,

Truthful lips endure forever, but a lying tongue lasts only a moment.

The words of the wicked lie in wait for blood, but the speech of the upright rescues them. The wicked are overthrown and perish, but the house of the righteous will stand.

Righteousness guards the man of integrity, but wickedness undermines the sinner.

The house of the wicked will be destroyed, but the tent of the upright will flourish. There is a way that seems right to a man, but its end is the way of death.

A man’s heart plans his course, but the LORD determines his steps.

He who answers a matter before he hears it—this is folly and disgrace to him.

The first to state his case seems right until another comes and cross-examines him.

Too long have I dwelt among those who hate peace. I am in favor of peace; but when I speak, they want war.

He brought me out into the open; He rescued me because He delighted in me. The LORD has rewarded me according to my righteousness; He has repaid me according to the cleanness of my hands.

Why do the nations rage and the peoples plot in vain? The kings of the earth take their stand and the rulers gather together, against the LORD and against His Anointed One: “Let us break Their chains and cast away Their cords.” The One enthroned in heaven laughs; the Lord taunts them. Then He rebukes them in His anger, and terrifies them in His fury: . . .

You hide them in the secret place of Your presence from the schemes of men. You conceal them in Your shelter from accusing tongues.

The LORD frustrates the plans of the nations; He thwarts the devices of the peoples. The counsel of the LORD stands forever, the purposes of His heart to all generations. Blessed is the nation whose God is the LORD, the people He has chosen as His inheritance!

Though the wicked lie in wait for the righteous, and seek to slay them, the LORD will not leave them in their power or let them be condemned under judgment.

Vindicate me, O God, and plead my case against an ungodly nation; deliver me from deceitful and unjust men. For You are the God of my refuge. Why have You rejected me? Why must I walk in sorrow because of the enemy’s oppression? Send out Your light and Your truth; let them lead me. Let them bring me to Your holy mountain, and to the place where You dwell. Then I will go to the altar of God, to God, my greatest joy. I will praise You with the harp, O God, my God.

Hide me from the scheming of the wicked, from the mob of workers of iniquity, who sharpen their tongues like swords and aim their bitter words like arrows, ambushing the innocent in seclusion, shooting suddenly, without fear. They hold fast to their evil purpose; they speak of hiding their snares. “Who will see them?” they say. They devise injustice and say, “We have perfected a secret plan.” For the inner man and the heart are mysterious. . . .

My shield is with God, who saves the upright in heart. God is a righteous judge and a God who feels indignation each day. If one does not repent, God will sharpen His sword; He has bent and strung His bow.

Behold, the wicked man travails with evil; he conceives trouble and births falsehood. He has dug a hole and hollowed it out; he has fallen into a pit of his own making.

I say to the proud, ‘Do not boast,’ and to the wicked, ‘Do not lift up your horn. Do not lift up your horn against heaven or speak with an outstretched neck.’” For exaltation comes neither from east nor west, nor out of the desert, but it is God who judges; He brings down one and exalts another.

Righteousness and justice are the foundation of Your throne; loving devotion and faithfulness go before You.

For You have upheld my just cause; You sit on Your throne judging righteously. You have rebuked the nations; You have destroyed the wicked; You have erased their name forever and ever. The enemy has come to eternal ruin, and You have uprooted their cities; the very memory of them has vanished.

But the LORD abides forever; He has established His throne for judgment. He judges the world with justice; He governs the people with equity. The LORD is a refuge for the oppressed, a stronghold in times of trouble. Those who know Your name trust in You, for You, O LORD, have not forsaken those who seek You. Sing praises to the LORD, who dwells in Zion; proclaim His deeds among the nations. . . .

Declare among the nations: “The LORD reigns!” The world is firmly established; it cannot be moved; He will judge the peoples with equity.

Although they know God’s righteous decree that those who do such things are worthy of death, they not only continue to do these things, but also approve of those who practice them.

If it is possible on your part, live at peace with everyone. Do not avenge yourselves, beloved, but leave room for God’s wrath. For it is written: “Vengeance is Mine; I will repay, says the Lord.”

Pay everyone what you owe him: taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due.

So then, each of us will give an account of himself to God. Therefore let us stop judging one another. Instead, make up your mind not to put any stumbling block or obstacle in your brother’s way.

You, therefore, have no excuse, you who pass judgment on another. For on whatever grounds you judge the other, you are condemning yourself, because you who pass judgment do the same things. And we know that God’s judgment against those who do such things is based on truth.
