This is the monthly burnt offering to be made at each new moon throughout the year. In addition to the regular burnt offering with its drink offering, one male goat is to be presented to the LORD as a sin offering.

Who is this who shines like the dawn, as fair as the moon, as bright as the sun, as majestic as the stars in procession?

The king contributed from his own possessions for the regular morning and evening burnt offerings and for the burnt offerings on the Sabbaths, New Moons, and appointed feasts, as written in the Law of the LORD.
